H.E. Zulpkhar Sarkhad is the Deputy Minister for Labour and Social Protection of Mongolia, where he has served since 2020.
Zulpkhar completed his bachelor’s degree at the University of Mimar Sinan in Turkey, received a master’s degree at the National University of Mongolia and a doctorate degree in public administration at the National Academy of Governance of Mongolia.
Zulpkhar has also completed the further education in research methodology and was visiting researcher at Cambridge University.
Prior to working as the Deputy Minister, Zulpkhar was the Rector of the National Academy of Governance of Mongolia between 2016 and 2020. Zulpkhar has been a longtime teacher. He has been a Lecturer at the Department of Sociology of the National Academy of Governance, affiliated to the Cabinet Secretariat of Mongolia since 1998; Senior lecturer at the Department of Social Administration since 2002; Head of Department of Social Administration since 2009 and Head of Department of Political Science and Social Administration, program leader since 2012.
