Mr. Julio Chan is a long-time volunteer and key leader in Special Olympics Macau. Since the year 2000, he has been a passionate advocate for the Special Olympics mission, dedicating nearly 25 years to promote sports development and social inclusion for individuals with intellectual disabilities in Macau. Leveraging his professional legal and administrative expertise, Julio has played a vital role in advancing the organization’s development, fostering international partnerships, and nurturing local athletes.
Julio’s contribution at Special Olympics Macau goes back to the early 2000s. Beginning with frontline volunteering work such as helping to organize local events and competitions, he stepped into a leadership role as a member of the Executive Council in 2003, where he began shaping the organization’s strategic planning and administrative systems. He constantly emphasizes the importance of a solid regulatory framework for the organization and plays an active role in refining and strengthening its systems.
As a core member of Special Olympics Macau, Julio actively engages in international exchanges. He frequently represents Macau at Special Olympics East Asia regional meetings, ensuring that local initiatives align with international best practices. He is particularly committed to providing athletes with opportunities to shine on the world stage. In 2023, he served as the Head of Delegation for Macau at the Special Olympics World Summer Games after having joined multiple World Special Olympics Games before. Under his leadership, athletes from Macau not only showcased their talents globally, but also fully embodied the Special Olympics spirit: "Let me win. But if I cannot win, let me be brave in the attempt."
Today, as Vice Chairman of Special Olympics Macau, Julio continues to contribute to the organization’s long-term development. He guides strategic planning in the organization and builds partnerships with corporations and community groups. He consistently advocates for the power of sport to break down stereotypes and foster inclusion.
Despite holding a leadership position, Julio remains approachable and friendly. He is often found on the sidelines, cheering for athletes during training and celebrating with them after competitions. Many athletes affectionately call him "Wo Gor" (Brother Wo), a name that speaks to the deep bond, respect, and trust he has earned over the years.
